Conservation Policy
● SB 954 (Blakespear). This bill addresses recent exemptions fromof the California Environmental Quality Act (CEQA) for undefined“advanced manufacturing facilities”. The bill preserves CEQA’s ability to protect communities and wildlife.
● AB 2447 (Bauer-Kahan) Water: Nitrogen Pollution Reduction Act (Baur-Kahan) is part of an effort to reduce nitrogen levels in surface waters, which have resulted in sea mammal deaths.
● SB 1250 (Cortese) . In an ongoing effort to secure connected wildlife passages, this bill builds upon current transportation projects.
Transportation & Energy Policy
● SB 1359 (Stern) and AB 2313 (Berman) plan and begin to execute California’s move away from natural gas.
● SB 540 (Becker) / AB 825 (Petrie-Norris) Enables a real-time, multi-state electricity market that will support renewable energy
● SB 868 (Wiener) To save Californians on energy bills and increase the number of homes installing safe solar energy systems, the “Plug and Play Solar Act” streamlines approvals and establishes safety standards for portable solar energy devices. Plug‑in solar, also known as balcony solar, are portable solar energy devices that increase consumer access to safe, clean, and low-cost energy,
● SB 1295 (Stern) establishes a 40,000 MW target for energy storage and requires the Public Utilities Commission to consider procurement strategies to achieve this target before 2041. The bill also allows a load-serving entity (LSE) to meet up to 50% of its procurement target through an energy storage system interconnected at the transmission or distribution level and allows the LSE to propose an energy storage system in its resource plan.
● SB 905 (Becker) includes five major provisions to rein in the cost of electricity by focusing on grid utilization, accountability, aligning incentives, profit margins on lower risk investments, and alternative capital sources .


Recycling, Toxics & Youth Development

SB 54 (Allen) A landmark law requiring all single-use packaging and food service ware in California to be recyclable or compostable by 2032 continues to be highly opposed by industry. Our effort has been to advocate for appropriate regulatory frameworks that implement in the spirit of the bill. The policy framework involves a cost shift to plastic producers, mandating a 25% reduction in single-use plastics.
Climate Policy
● SB 864 (Menjivar) / AB 1243 (Addis) Climate Superfund Bill to protect taxpayers from climate disaster expenses.
● AB 1207 (Irwin) Reauthorized and improved CA’s signature Cap & Invest GHG program.
● LCFS Regulation Participated in a year-long regulatory process to update California’s Low Carbon Fuel Standard over petroleum industry objections.
● AB 2243 (Haney) establishes a process for establishing a state bank commission to explore and possibly establish a bank owned by California that could support the state’s policy goals by making capital cheaper for priorities such as housing and climate investments.
● SB 840 (Limón) Determines how to spend revenues from California’s Cap & Invest program; we successfully advocated for several improvements, including a $1 billion ongoing annual appropriation for the High Speed Rail project.
● AB 368 Home hardening, energy efficiency and human health using the Passive Haus building standard.
● Data Centers Pam and Will have engaged on all eight pending 2026 bills to address the rise of data centers, leading the way on this rapidly evolving policy area.
● Livestock Methane Resolution Will worked directly with board members and staff to secure a resolution that the California Air Resources Board will adopt first-in-the-nation programs to limit methane emissions from livestock – the single largest unregulated driver of global warming.
