What do you get when you cross a career contract lobbyist and climate policy researcher with a climate lawyer who worked in three branches of state government? State Strategies.
The State Strategies team has widespread relationships within the legislative, administrative, and regulatory structures in California and beyond. They have extensive experience in driving social and political change.
Pam returned to her home state of California after working as a contract lobbyist for three decades in Georgia and Florida. Will stepped out of a legal career that included working for state courts in Maine and California, and environmental law for a California Governor, three state Attorneys General, and the nation’s premier air quality and climate regulator.

Policy and Industry Experience The Renewable Energy Industry Pam quarterbacked the first comprehensive renewable energy bill in Georgia and then fought to protect and improve it. While representing the renewable energy industry for more than a decade, she helped energy projects compete with fossil fuel projects. Pam countered disinformation from opposing stakeholders by countering with facts . She then used public and social media and relentless legislative advocacy to turn the tide in favor of her clients. Pam represented intervening parties at the Georgia Public Service Commission and secured terms involving the sale of wholesale energy to Georgia Power, which made broad acceptance of renewable energy possible. A team player, Pam was able to make the numbers work (often using tax credits and other incentives) to bring projects online despite continuous roadblocks set by well-funded opponents. In the process, Pam represented both a trade organization, “Renewable Advocates,” as well as ancillary industries. Public Land Protection, Planning and Endangered Species Protection O‘Dell established herself as a formidable foe against monied developers intent on taking public land for profit when she led a very public battle to preserve ( a barrier island off the coast of Georgia) She mobilized environmental groups to fight a two-year battle to defend and extend the island’s statutory protection then guided those groups through the administrative and legal steps to ensure the law was followed.As a result several endangered and protected species benefitted Income Sufficiency, Affordability, and Civil Rights For several years, Pam fought hard for low-income people both at the state Capitol and within the communities where they worked and lived. Representing Community Action Agencies, she focused on keeping electric rates low and preventing shut-offs, addressing the need for weatherization and home repair, and ensuring that low-income children had public education and health resources. Pam holds a doctorate in Law and Public Policy (DLP) from Northeastern University. She can produce comprehensive policy research and assess the quality of research done by others. She also holds a Master’s degree in Public Administration (MPA) from the University of San Francisco.She can evaluate administrative bodies and strategize about how regulatory and program changes might affect environmental policy goals. Trade Group Protection Pam represented several trade and citizen groups, including the Short Term Rental Owners Association of Georgia and the Rubber Manufacturers Association ( a national recycling client).
Pam O’Dell
Pam O’Dell joined State Strategies in 2025 after spending the previous three decades as a contract lobbyist in the Southeast. Her vast experience and excellent reputation among legislators and government officials in California, Georgia, and Florida are valuable assets to the firm and its clients.
Pam attributes much of her success to her ability to work closely with clients to develop a strategic plan of action based on that client’s specific short-term and
long-term goals. She has built (or rebuilt) public reputations for clients whose immediate need was to establish a trustworthy reputation at the Capitol. She is both a ‘peacemaker’ and a skilled negotiator who knows how to lead clients over legislative and regulatory hurdles.


Will Brieger
Will grew up with news and politics around the dinner table. His father, a history teacher, and his mother, a social worker, took him to the anti-war and civil rights marches that marked the era. Will’s heroes in politics and civil rights were lawyers. It’s no coincidence that he and his sister both went into law to serve the public. After Amherst College and UC Davis Law School, Will channeled his athletic competitiveness to get great results at trial and the negotiation table for renewable energy and environmental clients. As an environmental prosecutor under three California Attorneys General, he gravitated to the air quality and climate cases that could do the most for Californians’ health and astounding natural environment. Noting his legal acumen and abilities as a negotiator, the Attorney General sent Will to the Capitol, where he moved civil rights and environmental bills into California law. In the federal courts, Will worked with Attorney Generals from seven other states to file the nation’s first climate change lawsuit against private parties. Once he realized the size and import of the climate challenge, Will never looked back. Whether representing the People, the Governor, the California Air Resources Board or climate non-profits, he has engaged effectively on energy, fuels and other climate policy issues in all three branches of state government. As he often says, “We know how to do this; private enterprise and public leaders need to get it done.” State Strategies builds runways so that green businesses and bold policymakers can fly. Will has three children and six young grandchildren. If you don’t find him at the Capitol, he’s probably on or in the water,. Climate Policy Leader Will has been instrumental to the growth and direction of the climate movement in California. This has been especially true within his status as a board member and leader of Climate Action California. Will formed and supervises a very talented group of volunteer advocates for CAC, and their work has influenced significant climate legislation.
